Josh walks into a meeting with Senator Stackhouse and several prominent Democrats. At first the padded shoulder strap made backpack lovers' hearts leap - could it be?? The return of the backpack? Alas, it was just the messenger bag.
Messenger Bag sighting in Act 3
After the Stackhouse meeting, Josh goes back to the White House to ask Donna how the Tomba seminar went. He's standing at her desk with the messenger bag on his right shoulder. They then go into his office to further discuss the inherent wrongness of Ritchie's "fortune cookie candidacy."
Messenger Bag sighting in Act 1
Josh is voting at the West End Public Library. He has his back turned so we get a good view of the black messenger bag, which is slung from his left shoulder across to his right hip. As he turns around, we can see that the bag's strap is pulled tight across his chest; we're worried that that kind of constriction could be bad for his surgical scar.
 
Messenger Bag sighting in Act 1
We get a brief glimpse of the messenger bag hanging off of Josh's right shoulder as he walks through the bullpen towards his office. In his office, he puts the bag down and takes off his coat while discussing Star Trek pins, Star Trek holidays, and fashion with Donna.
