Josh watches over Donna as she recovers from her injuries -- until she receives a secret communiqué from a foreign operative. With Deputy Security Advisor Kate Harper's help, Josh takes the meeting in Germany. Back in the States, President Bartlet must decide what level of military response is appropriate to avenge the deaths of U.S. Congressment and Admiral Fitzwallace. Leo is concerned that the President isn't reacting strongly enough -- in flashbacks, Leo advises the President-elect about military matters, but here in the present, President Bartlet is determined to choose his own course of action. Meanwhile, Charlie and Toby worry that the President won't be able to throw out the first pitch at Camden Yards without a bit of pitching practice -- which takes place in the Residence hallway.
