A CODEL including Donna, Admiral Fitzwallace, and Congressman Andrea Wyatt comes under attack in the Gaza strip, and the panicked staffers in D.C. have trouble finding out who's been hurt -- and how badly. Admiral Fitzwallace and two Congressmen are killed in the attack, and Donna is injured, leaving Josh to try to juggle his worry and his duties. The President and Leo discuss potential responses while Josh flies to Germany, reading emails Donna sent detailing her experiences in Israel and Gaza -- but not her burgeoning relationship with photojournalist Colin Ayres.
