Charlie brings in some overdue bills -- and sets off what turns out to be a bioterrorism lockdown in the West Wing. The President, Charlie, and Debbie get full workups, including decontamination showers, that land them in matching polyester suits. The rest of the staff is held in various office: CJ and Donna are stuck in CJ's office discussing Donna's career and CJ's boyfriend; Josh and new Deputy NSA Director Kate discuss national security in his dark office; Leo and Abbey are suck in the Residence debating Abbey's extracurriculur activities and public image; and Toby and Will are arguing through their differences in Will's old office -- and end up debating the merits of putting any Democrat in office just to have a Democrat in office.
