Leo, the people you just named don't have the legal authority to stop me from doing certain things, and some of them would go to jail if they didn't follow my orders. Very quietly, I want you to assemble the Cabinet. I want you to call the Speaker of the House.

Tonight, it's Leo's unenviable task to tell the President that Zoey is missing from a club in Georgetown, and the dead agent at the scene suggests that she's been abducted. As a stunned and panicked President tries to process this, confusion reigns in the Situation Room, leading Jed to doubt his ability to be a father frantic over his daughter's disappearance and the Commander-in-Chief at the same time. Outside the club, Josh has to talk an upset Charlie out of driving around Georgetown to look for Zoey, and the two shocked men answer the Secret Service's questions, leading to the discovery that Jean-Paul is high not on ecstasy, but on GHB, a date-rape drug. CJ gives the most important press conference of her life, and helps keep Abbey from making a personal plea for Zoey's safety. Meanwhile, Donna's monitoring the fax machine and recognizes a possible ransom note. Will suggests that perhaps the President isn't able to be the President right now, a point of view with which new father Toby heartily agrees after a tête-à-tête with Huck and Molly, his newborn twins. Jed Bartlet's astonished staff joins him in the Oval Office as he invokes Section 3 of the 25th Amendment to temporarily transfer the powers of the presidency to Speaker of the House Glen Walken, a political enemy. As Walken takes the oath, Jed walks out of the Oval Office.

Nancy McNally:  Is there anyone here who thinks this sounds like a typical kidnapping so far?  Could it have been any more low tech?  A plan based on knowing when someone's going to need to use the bathroom?

Admiral Fitzwallace:  Seventeen Qumari nationals leave the country?

Nancy:  Out of 10,000 in the U.S.

Fitz:  Every car rental agency is out of vans and u-hauls?

Nancy:  It's graduation weekend.  Every kid in the mid-Atlantic is moving right now.


Will:  Hey, listen...

CJ:  Yeah?

Will:  Nothing.

CJ:  What?

Will:  There's no Vice President.

CJ:  What does that have to do with this?

Will:  Are we really expecting him to get on the phone with somebody and say, "We don't negotiate with terrorists"?


Toby:  We're not asking for fruit baskets.  It's got to say, Our youngest daughter has been abducted.  She will be found, brought home safely, and her abductors caught and punished.

JoshWhile we work for her safe return--

CJ:  Yes.

Josh--the world community must know that this country will not be taken hostage, that our efforts towards peace and freedom continue unabated.

Toby:  Good.


Leo:  Of course you're going to be a great father.  Of course you're going to love your kids they way you're supposed to, the way other fathers--

Toby:  My God, Leo.  We look around, we see that's not true.  It's not automatic--

Leo:  I'm not talking about everybody.  I'm talking about you, and I'm telling you, it's a mortal lock.  It's guaranteed.


CJ:  Abbey, come sit on my couch for a minute.

Amy:  I'm going to call the doctor.

Abbey:  Tell them I want whatever Zoey got.


Bartlet:  I need you to tell me now:  Do you think she's already dead?

Leo:  I absolutely do not.

Bartlet:  If they show me a picture of her alive and tell me to aim cruise missiles at Tel Aviv, they're counting on the fact that a father--

Leo:  But you wouldn't.

Bartlet:  I might.

Leo:  There are people around you who won't let you.

Bartlet:  How about a picture they've got a knife to her throat, get out of Saudi Arabia?

Leo:  You shouldn't think of images like that.

Bartlet:  All I can think of are images like that.


Leo:  It's one in a series of steps I'm taking tonight to temporarily but dramatically reduce the scope of the Oval Office.

Josh:  Why?

Leo:  The Cabinet is meeting in a few minutes--

CJ:  Leo?

Leo:  He's invoking the 25th.


Speaker Walken:  Now, I thought y'all had some good ideas, but somebody ought to make it clear to the people in this room that someone is in charge.

Bartlet:  Glen, they've been up all night.

Walken:  You're relieved, Mr. President.

Leo:  You're relieved, sir.

Bartlet:  Swear him in.
