While the President gears up for a trip to California to help Sam's stagnant campaign, the Republicans roll out their 1.2 trillion dollar tax cut. Josh, Toby, CJ, and Will urge the President not to respond immediately or they risk killing Sam's chances. Will stays behind to alter all the President's remarks to reflect the Democratic tax plan, but hits something of a roadblock when he learns his entire staff has quit in protest, despite his peace offering of Rice Krispie Treats. It's up to Leo and Fitz to keep track of the perilous situation in Kundu, where U.S. forces have taken the airport in preparation for taking the capital if the genocidal leader doesn't halt the killing. In Orange County, Donna accidentally meets with a Communist candidate for Governor; Jean-Paul continues to irritate Charlie, Toby, and the President; Congresswoman Wyatt gets harassed in public by a derisive drunk; Toby and Charlie end up in jail; and Sam singlehandedly decides to roll out the President's tax plan and gets himself a new campaign manager in the process -- Toby.

Toby:  I know Josh has been right, and if you think that's easy for me to say...

Josh:  He's got you with business.

Sam:  He says that's how a Democrat wins Orange County.

Josh:  Has a Democrat ever won Orange County?

Sam:  No.

Josh:  Then how would he know?


Bartlet:  Toby and Charlie were arrested in a bar fight?

Josh:  Yes, sir.  It's not going to be a problem.  CJ's taking care of it.
