Toby, is the President endorsing Sam?
Not only did a dead Democrat win an impossible race in the California 47th, but someone leaked Sam's name to the press. After a stunned bullpen full of Bartlet staffers learn that he's agreed to run for office, Sam seeks out his bemused colleagues for advice. Although he's originally thinking about withdrawing his name, the support of President Bartlet, Toby, CJ, and Josh changes his mind, and Sam pledges to run. Toby shows up at Andrea Wyatt's re-election party still worried about how it will play when the press learn she's pregnant. Donna is surprised to see the man who agreed to vote for Bartlet and make up for her accidental Ritchie vote in the White House, and learns that he's newly assigned to the Situation Room.

Josh: Toby, is the President endorsing Sam?
Toby: Hmmm?
Josh: Is the President endorsing Sam?
Toby: I don't know. He's asleep, but let's go ask him.
Bartlet: But let's go down, way down to the deep South and the humid bayou of Louisiana and its nine electoral votes. What manner of man must it take to win the state. Which, by the way, is the only one operating under the Napoleonic Code of France, and I still don't know what that's about. But back to me.
Abbey: Hon, this is, like, nerd hot talk.
Bartlet: Who's your Commander in Chief?
Abbey: You are.
