President Bartlet finally comes face to face with Republican Challenger Rob Ritchie at an incredibly long Broadway play. Leo finally convinces Bartlet to approve a morally questionable assassination of the Qumari Defense Minister. After a vitriolic earful from the President, Josh steps up his efforts to beat his girlfriend, Amy, in their struggle over welfare reform, which leads to her forced resignation. Sam suggests a crafty maneuver that ties their opponent up in New York traffic, leaving Sam and Toby to pontificate to the press in Ritchie's absence. CJ's attraction to her Secret Service Agent grows on the trip to New York, but is cut short when Simon is killed in a robbery while looking for a candy bar and some flowers for CJ.
