The President and Leo disagree sharply on how to deal with the impending visit of the Qumari Defense Minister whom U.S. intelligence officers have conclusively linked to terrorism against the United States. Sam originally dismisses an ingenious idea to trap Republican Governor and presidential opponent Robert Ritchie in a politically unsavory position over the Everglades, but comes around after talking to Toby. Donna represents the administration at a North Dakota referendum over dropping "North" from the state's name. Meanwhile, Josh and Amy are locked into a fierce battle over a welfare reform bill, which will cost one of them their job.
