Sam originally dismisses an ingenious idea to trap Republican Governor and presidential opponent Robert Ritchie in a politically unsavory position over the Everglades, but comes around after talking to Toby. Donna represents the administration at a North Dakota referendum over dropping "North" from the state's name. Meanwhile, Josh and Amy are locked into a fierce battle over a welfare reform bill, which will cost one of them their job.
