President Bartlet and Leo scramble to keep on top of a terrorist threat that's alarmingly non-specific about geographic location. Frustrated with her new constant companion, Secret Service Agent Simon Donovan, CJ attempts to adjust to life with a bodyguard when she takes her young neice, Hogan, prom-dress shopping. When Simon admits to having been one of the agents in Rosslyn, CJ gains a new respect for him. Sam and Bruno argue over how to deal with an attack ad on Bartlet that was sent to them anonymously. Meanwhile, Toby plays hardball with network executives over the scanty coverage they have planned for the upcoming political convention.
