A possible presidential challenger makes public remarks on affirmative action designed to force the President to respond. While the staffers discuss Bartlet's options, Toby and CJ debate affirmative action, CJ confessing that she's the "wrong Democrat" to talk to, because she believes her father, who is starting to lose touch with reality, was unfairly passed over for promotion. Josh brashly suggests a Tahitian vacation with Amy Gardner, but must cancel and arouse her ire when an old friend leads a group of protesters to a Navy firing range on Vieques island in Puerto Rico. Though Josh agrees with the protestors, he toes the administration line and urges his friend to move out of harm's way. Sam meets again with a UFO buff who believes that a fortune in gold bullion is missing from Fort Knox, while Donna pesters Josh to help her get out of jury duty. Josh wisely points out that if she defers, she's not allowed to complain about the OJ verdict.
