The First Lady pays Josh a visit and sends him to meet with a representative of a powerful women's lobby over a U.N. treating banning only forced prostitution. Josh and Amy Gardner debate different ways women are forced into prostitution, while Sam suggests that the President avert a P.R. debacle by coming out in favor of a national seat belt law. Toby meets with veterans who are offended by some of the language in the Smithsonian's new Pearl Harbor exhibit, and CJ reacts angrily to the news that the President has signed a deal with the brutally repressive Qumari regime. CJ repeatedly points out that Qumaris are exactly the wrong people to sell heavy artillery to, but puts her personal reaction aside when she takes the podium to announce the deal.
