We're a team. From the President and Leo on through, we're a team. We win together, we lose together, we celebrate and we mourn together. And defeats are softened and victories sweetened because we did them together.

After a tragic church shooting in Texas that kills a nine-year-old girl, the President asks a reluctant Hoynes to speak at an anti-gun rally. It's Donna's turn to be deposed, and her erstwhile boyfriend, Cliff Calley, is in charge of the questioning. When he asks if she keeps a diary, Donna instinctively lies. Problem is, Cliff saw her diary, and Donna must explain the sitaution to a distraught Josh in the hopes he can come up with a solution. Leo meets with an old friend and Air Force officer about the U.N. War Crimes Tribunal, only to learn that his own missions in Vietnam may be classified as war crimes. CJ informs an indignant Toby that his comments about the President's low polling numbers have made it into the papers, and Toby calls a mandatory meeting of his team to discourage leaks. Meanwhile, Sam is on a quest to save the imperiled penny.
