When subpoenas are issued by the special prosecutor, CJ cannily orechestrates a way to put someone else in charge of the investigation. The special prosecutor is too fair and evenhanded; CJ convinces Leo that they need a Bartlet-hater at the helm so the investigation ends up losing credibility in the eyes of the American public. The President must decide whether to let a raging forest fire in Wyoming burn itself out, or send money and firefighters as the Governor demands. The Republicans start making noise about repealing the "death tax" in an attempt to take advantage of the President's weakness. Elsewhere, Ainsley sets Donna up with a Republican lawyer who turns out to be a serious conflict of interest -- and not just because of his party affiliation.
