The President works to refine his announcment speech, while outsider Doug confronts Toby over the staffers' insularity and anger towards Bartlet. Josh considers possibly illegal action when he learns that the FDA plans to announce approval of a controversial abortion drug, RU-486, on the day of Bartlet's planned announcement. Bartlet tries to patch things up with Abbey, and has to decide whether to allow the Haitian leader of the military junta to live in exile. Elsewhere, the President refuses to accept CJ's resignation.
