I'm going to tell you a story and then I need you to tell me whether or not I've engaged sixteen people in a massive criminal conspiracy to defraud the public in order to win a Presidential election.
In reaction to Toby's tirade, President Bartlet and Leo seek the advice of Chief Counsel Oliver Babish over whether they accidentally committed election fraud of massive proportions in preparation of going public. Still fuming over the President's duplicity, Toby unreasonably instructs a suspicious CJ to find out who leaked inside information to the media. CJ has several frustrating encounters with the staff, including Zach, who saw Lizzie Proctor speaking with the devil, and Donna, who confesses that she framed Roger Rabbit. Elsewhere, Sam struggles with guilt when he learns that an aging oil tanker runs aground into Delaware; in his former life, Sam helped broker the deal and shield the tanker's owners from liability. Despite Donna's arguments, Josh spearheads an effort to bail out Mexico when the peso collapses.
