Toby tries to warn Sam away from his friendship with Laurie, a call girl, but to Toby's horror, Sam seems intent on reforming her. Meanwhile, CJ spins the latest clash between President Bartlet and Vice President Hoynes. After an American plane is shot down, Leo worries whether the President will be up to the military retaliation -- and is shocked by Bartlet's response.
